As the founder and principal of the S.D. Hughes Group, LLC, I have over 23 years of experience in research and evaluation: 9.5 years in state government (for both the legislative and executive branches) and 14 years with the University of New Mexico. I have an established and proven record of managing and conducting evaluations for numerous clients that provided actionable data through reports and presentations which informed policy and funding decisions, such as the establishment of the universal statewide PreK program, expansion of the K-3 Plus extended school year into a K-5 Plus ongoing funded program, enhanced STEM programming for underserved minority students at UNM, helped move the State of Mississippi National Assessment of Education Progress results to a 93% passing rate in the 2017-18 assessment, increased awareness of the specific community needs of the Albuquerque senior Vietnamese population, and provided useable geographic data that informs the distribution and access of Naloxone, as part of the statewide effort to counter death from opioid overdose. I have recently completed an evaluation of an early childhood program at San Juan College that provided support in the form of tuition coverage, child care and training for student parents enrolled at the school, I am now involved in evaluating a program for the City of Albuquerque that is providing intervention and diversion support to avoid incarceration and into recovery for individuals with SUD/OUD.
