Ms. Tanya Hurst has nearly 15 years of international development experience providing monitoring, evaluation, research, and learning (MERL) support for various donors including the United States Department of State (DOS), United States Department of Labor (USDOL), United States Agency for International Development (USAID), United Nations Children’s Emergency Fund (UNICEF), the World Bank, and Millennium Challenge Corporation (MCC), among others, within the areas of peace and security, democracy, human rights, and governance, economic growth, health, education, energy, gender, youth and social inclusion. She has extensive experience designing and managing mixed methods, utilization focused impact and performance evaluations, preparing evaluation methodology plans, overseeing sampling, instrument development, field work, data analysis, and report writing. She has conducted quantitative and qualitative analysis, including employing participatory and innovative methods such as most significant change, outcome harvesting, and hybrid evaluations. She has also facilitated numerous trainings and workshops and provided ongoing mentorship to strengthen donor and implementing partner staff’s MERL capacity. Key topics include innovative evaluation approaches, engendered and equity-oriented evaluations, systems thinking, participatory data collection and analysis methods, ongoing performance monitoring, data quality assurance, and learning and adaptation. Currently, Ms. Hurst serves as DevTech’s MERL Director providing technical expertise to strengthen and improve organizational learning, empirical work, and causal inference with a focus on data-driven monitoring, evaluation, and learning.
