Zumrat Salmorbekova, M.A., a Senior Evaluation Specialist, is currently under contract with Resonance to provide critical technical support for eight Monitoring and Evaluation Activities related to Ukraine Programming, commissioned by the Department of State/Bureau of Conflict and Stabilization Operations. With a career spanning over 19 years, Zumrat is an international peace and development specialist with extensive expertise in executing evaluations of development, humanitarian, and peacebuilding programs. Her work primarily focuses on addressing political, social, and human security issues within politically sensitive, cross-cultural, and conflict-prone environments.
Zumrat has an extensive track record of leading evaluations and assessments commissioned by organizations including USAID, the U.S. State Department/DRL, PRM and CSO, the U.S. Department of Education, UN agencies, the Foreign, Commonwealth & Development Office (formerly DFID), the Swiss Agency for Development and Cooperation (SDC), EU institutions, private sector consulting firms, and non-profit organizations. Her professional journey has taken her to various countries, including Georgia, Iraq, Jordan, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkey, Turkmenistan, Ukraine, the United States, Uzbekistan, and South Africa. She is proficient in English, Kyrgyz, and Russian.
In recognition of her dedication and commitment to promoting global peace, Zumrat was honored with a Rotary World Peace Fellowship in 2007. In 2009, she completed her master’s degree in Russian, Eurasian, and East European Studies from the University of North Carolina at Chapel Hill, specializing in political science and international peace and development. Her master's thesis delved into a comparative analysis of the implications of key foreign policy interests of the U.S. and Russia in their use of force against the former Yugoslavia in 1999 and the Republic of Georgia in August 2008.
