Ms. Cecilia Banks Papariello MSc (MEL Advisor & IRB co-char, EnCompass LLC) is a tri-lingual MEL technical expert with over 15 years of experience supporting MEL activities in Latin America, Sub-Saharan Africa, Middle East, Europe, and Asia with proven monitoring, evaluation, research, and CLA experience on USG contracts with a particular focus on human rights, democracy & governance, labor rights, child labor, and human trafficking. A detail-oriented MEL expert with a strong project management and practitioner background, Ms. Papariello is experienced in leading, recruiting, and training research and evaluation teams, designing evaluations, developing monitoring and evaluation tools, and conducting mixed-methods data collection, analysis, and dissemination. As a co-chair of EnCompass’ registered IRB, Ms. Papariello is highly committed to technical and ethical rigor. Her practitioner background allows her to effectively translate highly technical research for a practitioner audience to promote evidence use and adaptive management. She also brings extensive experience leading and supporting project design and project monitoring, including the development of project logic models, results frameworks, monitoring and evaluation plans, learning plans, and project reporting. A skilled facilitator, Ms. Papariello is passionate about using strengths-based and participatory approaches. She builds strong rapport with clients and teams to ensure learning and utilization are considered and built-in throughout task design, implementation, and dissemination.
