Dr. Jacqueline Singh is an executive advisor, specializing in evaluation and program design, and founder of Qualitative Advantage, LLC based in Indianapolis, IN. Her primary focus is on enhancing evaluation capabilities and fostering organizational learning related to complex programs and systems thinking concepts. Before establishing Qualitative Advantage LLC, Jacqueline played a pivotal role in founding and leading the Office of Evaluation and Program Excellence (OEPE) at the National Collegiate Athletic Association (NCAA) where she implemented systematic approaches that contributed to the development of high-quality programs and evidence-based decision-making practices.
Jacqueline earned her PhD from the University of Pennsylvania while working on international policy projects at the National Center for the Educational Quality of the Workforce (EQW). She’s active with the University of Pennsylvania through her involvement with the Penn First Plus Alumni Leadership Group and Alumni Program. In addition to her doctoral degree, Jacqueline holds a professional degree (MPP) in policy development and program evaluation from Vanderbilt University where her research focused on "school choice" policies and the quality of the U.S. workforce. Currently, Jacqueline is involved in a complex autoethnographic study that examines her experiences and cultural contexts within diverse communities while navigating the education pipeline, from community college to Ivy League as a first-generation low-income (FGLI) student and single parent. This study involves an analysis that explores the interplay between personal narratives and public policy, as well as the role of support systems.
A member of the American Evaluation Association (AEA), Jacqueline is also involved with its local affiliate—Indiana Evaluation Association (IEA). She’s a member of Washington Evaluators (WE) and the European Evaluation Society (EES) and active with EES’ Systems Approaches in Evaluation Topical Working Group (TWG8) as well as the Association for Public Policy Analysis & Management (APPAM). Jacqueline frequently presents at national and international conferences.
