Spencer Barr is a Senior Research Analyist for ICF. He specializes in mixed-methods evaluations of education programs and education policy research and has been working in the field since 2016 including his previous post as a Senior Policy Analyst for the Texas Education Agency's Student Assessment Division. Outside the world of education research, Spencer serves part-time in the Utah Army National Guard as a 2nd Lieutenant supporting the work of the chaplain corps. He is married, has three children, currently resides in Northern Utah, and has a Masters in Education Policy Studies from George Washington University.
