Laura Meyer (M.P.P., University of Chicago) is a Researcher at Mathematica with extensive research experience around access, quality in early childhood and early grade education in the U.S. and around the world. As Deputy Project Director for the Hilton Foundation Early Childhood Development Systems Research project, Laura is collaborating closely with Kenya-, Tanzania-, and Mozambique-based researchers to assess whether government capacity and financing are adequate to support high-quality and equitable childhood development services in each country. These assessments will be used to develop tailored measurement frameworks to track systems-level progress towards these goals. Laura also contributes to US-focused education research including a certified reviewer, reconciler, and deputy topic area lead for the What Works Clearinghouse. Previously, Laura contributed to performance evaluations and cost-benefit analyses of roads and other infrastructure investments in Ghana and Tanzania, and to the design and implementation of rigorous classroom observation tools, early learning assessments, and early grade mathematics and reading tools in Jordan and Tanzania and used them to assess changes in instructional quality and in relation to child learning outcomes.
