Audrey Moore, (Ph.D. University of Minnesota, Education Policy and Administration). Dr. Audrey Moore is a Principal Researcher at Mathematica who brings nearly 25 years of experience leading research teams and designing and implementing impact and performance evaluations and MEL frameworks in the international education context. Under the Hilton Foundation Early Childhood Development in East and Southern Africa project, Dr. Moore supports local teams in conducting systems diagnostics and landscape analyses of the ECD systems in Tanzania, Mozambique, and Kenya. The team created a MEL measurement framework to track systems change based on the results of the systems diagnostic. Under the Mastercard Foundation project, Dr. Moore is supporting the Foundation in developing their education strategy and MEL education systems measurement framework, including leading workshops to refine theories of change and develop logic models to guide the measurement framework development process. Dr. Moore has also led impact and performance evaluations for USAID, MCC, and the World Bank in countries such as Guatemala, Georgia, Cabo Verde, Mozambique, the LAC region, Kenya, and Uganda.
Prior to joining Mathematica, Dr. Moore was the Director of Research and Evaluation in Global Education at FHI360 where she oversaw research and evaluation for dozens of country teams working on USAID programs. She has worked in over 14 countries throughout Latin America, Africa, the Middle East, and Asia. Dr. Moore also taught evaluation in the Master of Foreign Policy program at Georgetown University for over ten years. She received her Ph.D. in Educational Policy and Administration from the University of Minnesota and is natively fluent in Portuguese, fluent in Spanish, and proficient in French.
