Master ́s Degree candidate in Government and Public Policy, postgraduateed in International Cooperation and Development Project Management to Develop and bachelor’s in international Economical Affairs. I have worked designing and implementing Monitoring, Evaluation, and Learning Plans under Logical Framework Approach, Program Theory approaches, using quantitative and qualitative methods, and adapted management with analytical, critical thinking approaches. With experience in Education, Child, and Rural issues, use ITC, Human Rights, and the Rule of Law.
I have around 13 years of experience supporting public or social projects, which of, more than eight (8) years have been planning, monitoring, evaluation, and learning process on social programs with different donors (US and Non-US). In addition, I have worked on public projects from government institutions in Colombia that addressed education, transportation, security food, and ITC issues. On International Cooperation Programs I have worked on rural issues, humanitarian issues, human rights, justice, and the Rule of Law. My last experience in ABA ROLI allow me I acted as Peer Evaluator in a program about Non-Judicial Search Mechanisms, supported the implementation of the MEL plan in countries in the Latin America Region such as Mexico, Brazil, Colombia and Paraguay, and adapted Kirkpatrick Model Evaluation for evaluate learning and performance result on judges, court staff and, judiciary after training. On the other hand, I have experience acquired strong skills to conduct participatory sessions for defining Program Teories, Logic Models, and Initial Rapid Assessments to define objectives and actions for proposals to donnors.
