Carol McElvain, JD, brings more than 25 years of city, state, and federal education experience to NORC as Senior Research Scientist. She has supervised complex research, evaluation, and monitoring projects across a variety of stakeholder groups, focusing on building the assets of the most impoverished communities and focuses on translating research to practice. She managed a project for the Bureau of Indian Education to identify and improve the distance learning practices for Tribally-Controlled and Bureau-Operated schools throughout the country as a member of Indigenous co-led team. She also has led and directed professional development trainings and is a sought-after speaker on building asset-based community resources for high poverty populations, including building social and emotional skills and trauma-informed practices. She has also been involved with data reporting and evaluation at the district and state and federal level, including work with the Chicago Public Schools, and the Syracuse and Buffalo Say Yes to Education programs. She is the lead author of all five editions of the acclaimed research-to-practice toolkit, Beyond the Bell: A Toolkit for Creating High Quality Afterschool Programs, reflecting the development of research-supported programming and management practices.
