Assessment Designer, Educational Testing Service

David is an Assessment Designer who develops English language proficiency assessments at Educational Testing Service (ETS). He currently works on the Test Of English for International Communication (TOEIC) and the Test Of English as a Foreign Language (TOEFL). He oversaw the design and initial development of the English Language Proficiency Assessments for California (ELPAC). The paper-based ELPAC was launched in 2018 and the computer-based version was first administered in 2020.
David has taught English as a second language (ESL) in private institutions and public schools in the United States and Botswana. He worked as a lecturer at the Molepolole College of Education in Botswana. He first performed evaluation work while serving as the Teacher Education Advisor to the Zambia Ministry of Education while working with Education Development Center (EDC) on a USAID-funded project from 2005 to 2007. He contributed to the evaluation of the Interactive Radio Instruction program by creating student assessments, training colleagues to administer the assessments, and composing reports.
In 2023, he earned a MS in Measurement and Evaluation at American University. The evaluation he will discuss was conducted as a project during one of the courses.
