Kathleen Gallagher, Ph.D. is the Director of Research and Evaluation at the Buffett Early Childhood Institute at the University of Nebraska. Dr. Gallagher brings experience as an early childhood teacher and administrator to her roles as a researcher and professor of early childhood education. She studies how communities and states can improve child care, education, and other systems of support for young children, their families, and early care and education professionals. Gallagher previously served as a research scientist at Frank Porter Graham Child Development Institute at the Univeristy of North Carolina at Chapel HIll, leading evaluation of the state's Race-to-the-Top Transformation Zone. She earned a master’s degree in education policy from Marquette University and a doctorate in educational psychology from the University of Wisconsin at Madison. Advocating for public policies to support quality early care and education, Gallagher has two TED talks and has presented to community audiences in Canada, China, and across the U.S.
