Dr. David Osman is Director of Research and Evaluation at Gibson Consulting Group. Dr. Osman has extensive experience collaborating with district and school leaders in developing and leading continuous improvement efforts, evaluation projects, local applied educational research, and district climate surveys. Prior to Gibson, Dr. Osman was Director of Research and Evaluation at Round Rock Independent School District, where he worked side-by-side with district and school leaders to design and conduct program evaluations and applied educational research. This process enabled him to understand the political context of program evaluation data collection and use, how stakeholders anticipated information would be used or potentially misused, and which data collection efforts were feasible in the current conditions. Leaning on this expertise, Dr. Osman has also led large-scale evaluation studies for Fulton County Schools (GA), Hillsborough County Public Schools (FL), Kansas City Public Schools (MO), and Rochester City School District (NY). Dr. Osman has also served as a lead quantitative analyst on several studies for the Regional Education Laboratory Southwest (RELSW). He earned his PhD in Educational Psychology from The University of Texas at Austin and holds master’s degrees from Texas State University (Curriculum and Instruction) and The University of Texas at Austin (Quantitative Research Methods).
