Evaluation Analyst World Bank Group Washington, District of Columbia, United States
In the progressively complex world, it is essential for evaluations to utilize the power of stories to grasp the essence of development challenges and convey the key findings and lessons. In this presentation, the presenter will provide real-world examples on utilizing storytelling when conducting and disseminating evaluations on an innovative operation funded by the World Bank’s financing instrument introduced in 2012, the Program-for-Results (PforR). This presentation will discuss challenges of the Independent Evaluation Group (IEG) in the World Bank Group’s in evaluating the PforR financing instrument through the field research for the first time. This presentation will then share examples how the evaluator captured and presented the stories of incentives of the stakeholders to assess outcomes of intangible results related to institutional strengthening, public sector reform, and transformational change. Moreover, the presentation will show how the evaluator engaged the target audience by aligning the story to their interests to maximize the utilization of the evaluation findings. The presentation will be based on IEG’s Project Performance Assessment Report (PPAR) on the Rwanda Transformation of Agriculture Sector Program Phase 3 Program-for-Results, which can be accessed through this link: https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099626002242316672
