The National Science Board of the U.S. National Science Foundation notes in its Vision 2030 strategy document that "women and and underrepresented minorities remain inadequately represented in S&E relative to their proportions in the U.S. population.” The NSF invests more that $1 billion per year in programs that aim at broadening participation by underrepresented groups in the U.S. research community. Dr. Wallace, an experienced evaluator of programs addressing under-representation in research programs at the National Institutes of Health and the National Science Foundation, will review what we know about the barriers to participation by disadvantaged groups when seeking research funding and present frameworks developed to analyze the institutional and cultural issues that perpetuate inequities in access to funding.
