Evaluation managers in federal agencies manage a fine line of ensuring the evaluation's independence while guiding the evaluation to be both relevant and in compliance with strict government rules. Writing the evaluation story begins well before a Request for Proposal (RFP) is published managing complex political and institutional factors, and then continues to be negotiated and shaped in partnership with an external evaluation team. Evaluation manager then have responsibilities that continue well beyond the end of the evaluation contract. We will explore this through the experience of the Centers of Disease Control evaluation system.
