Evaluation Program Manager Public Consulting Group LLC, United States
Abstract Information: Understanding how to design and effectively implement equitable evaluation is critical for the current and next generation of evaluators. But, what does that mean, and how does that actually work in practice? Join us as we move from theoretical equity frameworks to practical implementation, discussing community engagement, helpful tools, potential pitfalls, and possible solutions along the way. Presenters will outline application from design of the evaluation plan through development of data collection tools, analysis techniques, and reporting constructed with an equity lens. Throughout the session, presenters will also draw attention to common challenges at each step of implementation, encouraging the audience to offer examples in their own work, and discuss potential solutions for the future.
Relevance Statement: Evaluation is part of an on-going cycle of planning, implementation and improvement that provides a data-driven approach to drive opportunities for building evidence and optimizing systems, program and interventions. Central to this idea, is the need to address equity throughout all evaluation activities and provide opportunities for those with lived experience and diverse backgrounds to meaningfully contribute to evaluation activities and shared decision making. Presenters will outline application of equity frameworks, such as the Alliance for Healthier Communities’ Equity Framework and the Integrated Public Health Framework, to build equity into all aspects of evaluation from design of the evaluation plan through development of data collection tools, analysis techniques, and reporting. Further incorporation and application of Rapid Cycle Evaluation (RCE), the Plan-Do-Check-Act/Adjust, and the Results-Based Accountability™ models will also be discussed as ways to ensure that evaluations are continually refocused to be equitable, relevant and meaningful. These frameworks will be tied together with an example of a public sector evaluation.
Throughout the session, presenters will highlight specific tools, such as Best Practice for Demographic Data Collection & Reporting: Evaluator’s Guide and tips and tricks for survey accessibility. They will also draw attention to common challenges at each step of implementation, encouraging the audience to offer examples in their own work, and discussing potential solutions for the future.
